Establish the goal of the assessment
Determine how lack of knowledge and skills is affecting workplace productivity
Define the problem
Analyze the cause of the problem and determine if lack of knowledge/skill is one of the issues
Determine whether the solution should really involve training
Determine sources of data (whom to ask)
Identify what you want to learn about:
Identify types of methods (surveys, interviews or observations or focus groups?)
Develop assessment instruments
Review data for discrepancies, deviations and irregularities.
Note patterns in the responces
For each pattern, list the frequency of responses.
